Education : Completion of two years in college

  1.      Bachelor of Science in Accountancy or other related business course
D.   Job Functions
1. Assist the Finance Officer in the checking and recording or liquidation reports from Special Disbursing Officers, LGUs and service providers;
2. Facilitate the submission of liquidation reports from the LGUs, FO Special Disbursing Officers and service providers;
3. Assist in the preparation of Monthly Social Pension Fund Utilization Reports;
4. Assist on the monitoring of check releases;
5. Filing of liquidation documents to be forwarded to COA for audit;
6. Coordinate and assist the Social Pension Team/staff on the preparation of physical and financial accomplishment reports;
7. Other tasks that may be assigned by the Regional Accountant in the exigency of the service.

D.   Job Functions
  1. Conduct monitoring visit, pay-out and provide technical assistance to program implementers;
  2. Monitor the implementation of Social Pension activities, disbursements and liquidation of funds;
  3. Prepare and submit accomplishment report on Social Pension;
  4. Validate the list of un-served indigent senior citizens submitted by the LGUS and the list of existing beneficiaries subject for delisting and replacement;
  5. Analyze the LGUs accomplishment reports both physical and financial;
  6. Conduct meetings/dialogue with LGU partners on programs implementation, policies and procedures;
  7. Review/assess various request from partners/ stakeholders and provides appropriate responses/ assistance on a timely manner;
  8. Attend to walk-in clients, inquiries, requests and other related activities on social pension;
  9. Acts on complaints from individuals/stakeholders;
  10. Facilitate other concerns needing immediate action with completed staff work and other related as may be necessary.

C.   Job Functions
  1. Process all financial transactions/budget of the project at the region level;
  2. Ensure availability of funds of all financial transactions processed;
  3. Maintain registry of allotment , records and files of financial transactions;
  4. Review documents pertaining to financial transactions with strict adherence to the cost parameters established for the Department;
  5. Prepare and facilitates in  the preparation of monthly cash  Program of Pantawid Pamilya Pilipino Program;
  6. Prepares/ submits monthly, Quarterly, annual budget reports of monitoring to DSWD Central Office (CO) and other oversight agencies;
  7. Must travel to assist in the OTC payments and reconcile / validate LBP copies of the debit memo, list the beneficiaries submitted by LBP Servicing Bank after every schedule Over-the-Counter (OTC) payments vis-à-vis payroll/list of beneficiaries from the Municipal / city link ;

·         Reconcile the payroll /list of beneficiaries against the list of beneficiaries served by the beneficiaries served by the LBP servicing bank prepares the liquidation report for the OTC payment;

·         Prepares a list of unpaid beneficiaries at the end of every scheduled OTC;

  8. For simultaneous OTC payments , must collect from the municipal / City link and reconcile / validate LBP  copies of the debit memo, list the beneficiary submitted by the LBP servicing banks after every schedule Over-the-counter (OTC) payments vis-à-vis payroll / list of beneficiaries from the Municipal/City Link;

·         Reconcile the payroll of beneficiaries against the list of beneficiaries served by LBP servicing banks;

·         Prepare a list of unpaid beneficiaries at  the end of every schedule OTC payments;

  9. Submit to FA II, the reconciled / Validated liquidation report for onward submission to DSWD CO- FMS;
  10. Performs other functions as may be directed by the Budget officer/Field Accountant;
