Community Empowerment Facilitator Emmanuel Roz from Guinayangan acts as an inquiring barangay captain in a simulated barangay assembly during the ACT skills training part 1. The training used simulation and role-plays to give ACT members a first-hand experience in conducting the CEAC activities.

In preparation for the implementation and construction of sub-projects this year, the ACT will be having their skills training part 2 on February 16-21 for the first batch and February 22-27 for the second batch in Tagaytay City, Cavite. The training aims to equip the ACTs with techniques on guiding the communities in the implementation, monitoring, and evaluation of their sub-projects.

DSWD to train area coordinating teams on last stages of CEAC

The Department of Social Welfare and Development (DSWD) through its Field Office IV-A will conduct the second part of skills training for the Area Coordinating Teams (ACT) of Kapit Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) on February 16-21 and February 22-27 in Tagaytay City, Cavite.

The 234 expected participants will be trained on the strategies to apply in conducting the final activities of the Community Empowerment Activity Cycle (CEAC) in the target communities.

According to Regional Capability Building Specialist Veronica Menguito, the weeklong training will include discussions and open forum on the last two stages of CEAC to further familiarize the ACTs with the process. Simulation and role-plays will also be done to practice and enhance the facilitation skills of the ACTs.

The CEAC is the implementation process used by Kalahi-CIDSS to ensure that citizens are included in every stage of implementation at the grassroots level. This year, its implementation has been accelerated to immediately assist the rehabilitation process of target typhoon-affected municipalities.

The CEAC has four stages which include: (1) Social Preparation and Community Consultation, (2) Community Planning and Proposal Preparation and Approval, (3) Community-managed Implementation, and (4) Community Monitoring.

Last September 2014, a weeklong skills training for ACTs was already conducted discussing the first two stages of the CEAC process. It aimed to provide the ACTs with techniques on introducing Kalahi-CIDSS in the barangays. It also provided strategies on guiding the community members in developing proposals for their identified community projects.

The Kalahi-CIDSS is one of the poverty alleviation programs of DSWD that aims to improve the community’s access to basic social services by empowering communities to participate in the local planning, decision-making, and implementation of need-responsive projects identified by them.

Aside from the poorest municipalities, it has also considered the areas affected by Typhoon Yolanda to assist in the early rehabilitation of the communities’ livelihood and infrastructures.

In the CALABARZON region, the Kalahi-CIDSS covers the 20 poorest and typhoon-affected municipalities in Quezon province including Alabat, Tagkawayan, Guinayangan, Calauag, Catanauan, San Francisco, San Andres, San Antonio, Buenavista, Agdangan, Gumaca, Candelaria, Plaridel, Perez, Quezon, Burdeos, General Luna, Mauban, Macalelon, and Unisan.
