Travel Clearance for Minors traveling abroad is a document issued by the Department for minors traveling abroad alone or accompanied by individuals other than minor’s biological parents / legal guardian.  The issuance of this document serves as a measure to protect minors travelling abroad from being victims of trafficking or other illegal activities, as well as ensure that their travel is  authorized by their parent/s or legal guardian.
