The German Development Corporation-Bangladesh Study Mission commended the services provided to children in conflict with the law (CICLs) by the Philippine government during a visit conducted in the National Training School for Boys (NTSB) in Tanay, Rizal Province last October 8, 2015.

The group, composed of 16 Bangladeshi researchers, lawyers and rehabilitation specialists, studied the services being offered by the government to CICLs.

According to the Bangladeshi researchers, the study mission will help them offer effective rehabilitation and protection services to young offenders because in the current setting in their country, CICLs are treated in jail together with the adult offenders.

The NTSB is an institution managed by the Department of Social Welfare and Development (DSWD) Field Office IV-A that provides protection and parental care to CICLs. The center provides rehabilitative services to the clients in a residential setting to prepare them for adjustment with their family and community after discharge.

Ms. Hayde Dinglasa, the NTSB center head, discussed the Juvenile Justice Welfare Act or Republic Act 9344 including the rights of CICLs and the creation of the Juvenile Justice Welfare Council for the protection and rehabilitation of these clients.

During the visit, the researchers also visited the facility, observed activities in the center and discussed experiences on case management with the center’s staff.# with reports from ECBelmonte
