DSWD, NCST sign partnership for skills training, employment

The Department of Social Welfare and Development and the National College of Science and Technology—Institute of Industrial Research and Training (NCST-IIRT) in Dasmariñas City, Cavite recently signed a Memorandum of Agreement to provide skills training for the poor under DSWD’s Sustainable Livelihood Program (SLP). At least 10,000 students, who are members of household-beneficiaries of the Pantawid Pamilyang Pilipino Program in the CALABARZON Region, may benefit from this partnership.

Under the agreement, the NCST will provide technical skills training on Certificate in Manufacturing Technology for members of Pantawid Pamilya households who are 16 years old and above. The training is a Dual Training System modality where students will undergo three months of in-school training and 12 months of in-plant or industry-based training.

Students who complete the three-month academic training offered by the NCST will be referred to a 12-month industry-based training to NCST partner companies where they will receive allowance, which is equivalent to 75 to 80 percent of the minimum daily wage.

The students will be offered a Zero-Cash-Out Study-Now-Pay-Later program where their matriculation fees for the said training will be deducted from their daily allowance during the in-plant training.

The DSWD, on the other hand, will cover the expenses of beneficiaries for the first three months of training. This includes food, board and lodging, uniform, medical fees and graduation fees among others.

According to DSWD Region IV-A Regional Director Leticia T. Diokno, this scheme will eliminate common financial problems of poor households in finding employment. The financial support from the DSWD during the first three months of training will help ensure that the beneficiaries complete their training, enhance their skills and increase their employability rate.

For this partnership, the DSWD is allotting about Php15,000 to Php16,000 per student to cover the training expenses of the students.

The SLP, one of DSWD’s core social poverty alleviation programs, seeks to provide income-generating opportunities and employment to poor households, particularly the beneficiaries of the Pantawid Pamilya program. The said skills training is part of SLP’s employment facilitation track where beneficiaries are linked to employment opportunities to help Pantawid Pamilya families improve their living conditions, thus sustaining the gains of the Pantawid Pamilya program.# with reports from SLCabrera
