WB, Bangladesh officials visit Tagaytay for a learning program on DSWD’s Listahanan

The Department of Social Welfare and Development recently hosted a learning visit for World Bank and the Bangladesh Bureau of Statistics (BBS) officials in Tagaytay City, Cavite Province particularly on the conduct of a household assessment under the Department’s Listahanan targeting system or the National Household Targeting System for Poverty Reduction (NHTS-PR).

The visit is part of the learning program arranged by the Department, in coordination with the World Bank for the Bangladesh Government officials, who expressed intention conduct a similar targeting system for poor families in their country.

After a brief meeting with the officials of the City Government of Tagaytay,  the visitors went to Brgy Sungay East where an assessment of poor households is being conducted.

“The enumerators are skilled especially in the way they talk with the respondents in getting the information they need in accomplishing the Family Assessment Form.” Mr. Karol Karpinski, System Analyst for the World Bank.

For his part, Mohammad Shaheen, Deputy Secretary for the BBS, noted the importance of coordinating with local officials, and having proper identification and uniform of the field staff as these put the families at ease in giving information about their household and eventually coming up with the masterlist of poor families in every locality.

The Listahanan targeting system is a DSWD managed system that identifies who and where the poor are. It makes available to government agencies and other social protection stakeholders a database of poor households that can be used in identifying beneficiaries of different programs and services for the poor.

To date, the DSWD is currently conducting data collection phase for 2015 Household Assessment (2nd round). For the CALABARZON Region alone, a total of 1,534,464 households expected to have undergone household assessment by end of June 2015.
