Listahanan is a targeting system which identifies who and where the poor are nationwide. The said targeting system is spearheaded by the Department of Social Welfare and Development. The database of the poor targets the beneficiaries of the programs of the Department, which may also be shared with the National Government Agencies, Non-government Organizations, Local Government Units, Civil Society Organizations, the academe or other organizations with social protection programs upon entering into a Memorandum of Agreement with the Department.
