Members of the Barangay Representation Team of Brgy Poblacion, San Antonio, Quezon review the proposal for their line canal project prior to their presentation during the recently held KALAHI-CIDSS-NCDDP Municipal Forum in the municipality.

Melecia Medina, (leftmost) the KC NCDDP community facilitator, shared that the line canal project was proposed by the residents to address the flooding in their community.  The canal is one of the 20 community projects prioritized for funding for the first cycle implementation of KC NCDDP in the municipality during the forum.

The Municipality of San Antonio has a total grant allocation of PhP25.3M for the first cycle.  KC NCCDP is implemented in 20 municipalities in Quezon Province alone.***

PhP25.3M KALAHI CIDSS-NCDDP projects prioritized in San Antonio

PhP25.3 Million worth of community sub-projects was prioritized by the 20 barangays of San Antonio in Quezon province during the recently held Municipal Forum of the Department of Social Welfare and Development (DSWD) through the Kapit Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services-National Community Driven Development Program (KALAHI CIDSS-NCDDP).

Among the prioritized sub-projects were farm to market roads, evacuation centers/multi-purpose halls, spillways, pathways, day care centers, health centers, elementary school buildings, line canals, bridge, and water system.

The said sub-projects were discussed and finalized in the Municipal Forum, one of KALAHI CIDSS-NCDDP activities, which aims to convene all barangays and consult their decision on the projects to be implemented by the program. Each barangay was entitled with and has prioritized one sub-project that is fit to the amount of grant allocated by the program to their barangay.

KALAHI CIDSS-NCDDP’s allocation of grant was based on the following criteria: (1) barangay population based on the National Statistical Coordination Board census of 2010; (2) barangay poverty incidence based on DSWD’s data bank system, the Listahanan; and (3) Number of typhoon-damaged households based on the barangay’s Damage Assessment and Needs Analysis.

After evaluating based on the said criteria, the barangays were ranked to determine which should be prioritized most. Having the largest population, highest poverty incidence, and greatest damage from Typhoon Yolanda, Brgy. Callejon is granted with PhP1.8 Million which they will use for the construction of pathway with spillway. Meanwhile, Brgy. Poblacion ranked the least among the 20 barangays and is allocated with PhP786,664.00 which they will use for the construction of line canal.

The Municipal Forum also served as an avenue to identify community projects that can be forwarded to agencies and programs for possible provision of grants. Since KALAHI CIDSS-NCDDP can fund only one sub-project per barangay, the other proposals made will be forwarded to other agencies and programs such as the Australian Aid (AusAid), which funds educational establishments, and Grassroots Participatory Process (GPP) program, which aims to include community proposed projects to the municipality’s Local Poverty Reduction Action Plan (LPRAP).

In response to this assistance, Vice Mayor Jay Vesliño said in his message that the Local Government of San Antonio will serve as the backbone of the agencies and barangays in assuring the success of sub-project implementation in each area. They are also thankful to KALAHI CIDSS-NCDDP for the support in working with them towards the development of their communities.

KALAHI CIDSS-NCDDP is the expansion into a national scale of operations of the community driven development approach, which was tried and proven effective by Kapit Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS). It targets the coverage of 20 poorest and typhoon-affected municipalities in Quezon province.
